I read what the author said and it is nothing like that. He is saying that plugins are a piece of code that can execute arbitrary operations on the host system with the same privileges (file and network access) as the main application (x-plane).
He is warning to not run x-plane as admin in general and he is NOT saying they are developing pirate versions.

Apologies then - sorry and I stand corrected. I saw another post elsewhere with a totally different meaning.
On a happier note: I doubt they can really do it because it would be illegal and they could get prosecuted for this regardless what they think

Good point but if a malware is tracked to them being the authors they will be in trouble regardless the distribution channel.
