I tried to install Photoshop elements 2018 from PB on my laptop. Before I installing I had to run a programm called block. I assumed it blocked the possibility from the programm to contact te servers from Adobe. Installation didnot work so I decided to buy the 2019 version. Unfortunaly I cant contact Adobe now to validate my serial number. I cant find anywhere how to get that block away. I looked in the register but its not there. 
Does anybody know what to do?

it might be in hosts file:
https://www.thewindowsclub.com/hosts-file-in-windows

iirc, you don't need anything there except localhost.
