They are magnet links. Their functionality is entirely reliant on your system configuration.

For most torrent clients, you might have to copy the Magnet's URL and then put it as a new download.
It works like that with Transmission.

With most standard browsers you need to google 'xxx browser magnet links' with xxx being the name of your browser. uTorrent and qBittorrent should be able to automagically associate themselves to the system, but often you need to do it in the browsers configuration file (typically about:config ).
The instructions,when followed should allow for simply clicking on the links to activate the torrent client.
One exception is apparently Torbrowser which is specifically designed to be resistant to tampering, permitting greater security. Depending on browser, you should be able to click on link and drag it to the torrent client.
If it doesnt work, right click on link, copy link, and paste it into the option for new magnet links.
The link should take the form of a long gibberish hash, followed by tracker addresses, with name of torrent in url format. The last two might be reversed...
