Notice that the file comes in 2 parts (both with .rar extension). You will need to download both (and probably wait an hour before downloading the second part due to the "free" limits on downloading). Once you have downloaded both parts, then use an archive program such as 7Zip to unrar and join the two parts into one file. There is only a five day restriction on downloading new files for free too, so you may want to keep that in mind.
