Actually I am getting error:

Error 500

file_get_contents(http://isohunt.to/openbay/config.json): failed to open stream: HTTP request failed! HTTP/1.1 404 Not Found

This isn't a support forum for the software itself.

Either it is or isn't what you were originally looking for.

Whether or not it has bugs isn't part of the question. Either become fluent in PHP, or move on to something else, because it says very clearly at the top of the README that it is a dead project.

Just in case there is any confusion: not only is it a dead project, it is someone else's dead project. Nobody at TPB ever had anything to do with it.
