I've just encountered this problem first hand. Spent several hours trying to get down to the bottom of a serious networking issue happening between Windows 7 and Kodi. Turns up this update screwed it all up for me, was able to pinpoint the problem eventually and have since removed this update. Not usually do I see this sort of thing happen but I guess this is pretty bad. Turns out my Kodi box wasn't able to network with my Windows 7 PC and was unable to see the shared folders on the network. As soon as removing update KB4480970 from the system and doing a reboot, was then able to see the folders again.
Haven't a clue what Microsoft are up to now but this is disgraceful really, just can't imagine what they are thinking really, talk about messing up and causing so many problems. I've been fine for years now with all the updates that have been released have never seen anything like this before.
