I called Microsoft today and asked them if they scan contents of local hard drives in windows 8.1 and they said that is against their policies and that they don't even do it in windows 10.

We don't know. I don't even know I can with my Windows 7 and all. However, right now, it's probably not a good idea to look into Windows 10, or even buy it, until Microsoft cleans up its mess.

Reinstall W8.1 with automated updates disabled, and only install updates that you need. Don't install any updates from Microsoft, only the ones you need in order to run applications (Java, NET, etc.)

What if I just don't install any updates at all?

If you plan not to install any updates, I doubt your PC would be stable enough for everyday use. Windows updates are optional, but running vanilla Windows ,without any updates, can prove to be problematic.  

Windows 7/8/8.1/10 all have updates that spy on you, to a certain extent. Windows 10 has now stopped forcing updates, but that doesn't mean that its okay. You have to keep in mind that Windows is closed-source meaning, we literally have no idea what's in those updates nor the OS.

If you really must use Windows, get Vista. As far as I'm aware, Vista doesn't have any privacy-invading updates.

But I'm not experiencing any problems with using the original version of 8.1 when it first came out without any updates
