I don't know about shutdowns, but as regards DMCA, porn companies send takedown notices in google, too

https://transparencyreport.google.com/copyright/explore
you can find many reports from pornographic film studios searching there

The porn industry seems to prefer to go after distributors, and even sent people to jail for 10 year terms over pritating their warez.

They may be doing well enough from all the income they get on ther streaming sites to not give a rats azz about the stuff online. Besides the takedowns cost money and time, and porn is notoriously cheap in production expenses.

With everyone wanting to be a porn star these days, any exposure and branding they can get as a site to go to is more than worth its weight in gold. Ot BTC.

Anyway. As far as governments are concerned, anything that hurts the porn industry (even percieved or imaginary hurt) and damages their revenues, is probably seen as 'no bad thing'!
Many would prefer that we dont get to watch porn, unless it's state owned and controlled that is. Also, enforcing copyright legislation in support of the porn industry might be seen as condoning it.

Really?  Torrents allow you to obtain content for free.

If they have the original video files, or the videos are remuxed, the quality is the same.  That is not true of sites like YouTube and PornHub.  They re-encode the video.

And most porn video sites, including PornHub, restrict free users to 720p resolution or lower.  Actually, most of them don't allow higher than 480p.

And until around a year ago, almost all of them used Flash.

I think the logical answer would be: Lobby. Or "they don't pay enough taxes" (cough, cough).
