Does this mean that the torrent is no longer downloadable?

There doesn't appear to be any movement on the torrent. Maybe just give it some time.

No, it doesn't mean that. No torrent is ever "no longer downloadable". The worst a torrent can ever be said to be is "not downloadable right at this instant".

Just as you, presumably, turn your computer off sometimes and then turn it on again sometime later, someone can start seeding a torrent any day, any time. You cannot know if or when that will happen.

That said (for the purpose of education/future reference), the upload date, swarm statistics, and comments on that torrent do strongly imply that downloading it will most likely be difficult.

So, what I would recommend is this.

1. Start downloading the torrent.
2. Deselect all files but for the first (or set the torrent to download sequentially, or give the earlier episodes higher priority than the later ones)
3. Cap the upload rate for that torrent at 1kB/s
4. Leave it running indefinitely
5. Look for an alternative torrent

If you find an alternative torrent, and are able to complete downloading it, all well and good. You can delete that one.

But if that is the only torrent out there, it doesn't matter if it takes 2 days, 2 weeks, 2 months or even 2 years to download. While it is running-but-not-actually-downloading it is take up barely any resources at all. And there is always a chance that a seeder may pop up one day and you will come back and suddenly find your download is complete.

That depends on your client, most users fo uTorrent. in qBitTorrent for example:

- When you start a torrent a properties window pops up, there you set where to download (destination driver/folder) and details...
  Give it some time and a list of what is in the torrent will come up, with check boxes for each file; just check/uncheck as needed.

- After started, you can select / set priority for individual files too, just use the bottom pane (Contents).
  Sequential downloading a file means it will be read from the first to the last chunk, wich is useless in most cases, specially if not all are available.
  You want whatever is available now and let the rest come when it is back on-line.
  But it may be good to sort those files you want more, like episodes or seasons. Keep in mind this is preferred order, amongst the available files.

- To cap speeds, right click on the torrent on the main list and two useful options will be shown: Upload speed limit and Upload rate limit.
  You want the first one in this case, set to 1K. You can also set download limit and other stuff.

  -- I don't know why, it wont help people who want that torrent if you cap your upload speed, but it may serve as a warning that the thing is difficult.
     Conversely, it will help other (easier) torrents for you won't be giving much bandwidth to a "zombie", so the entire ecosystem gains.

Sorry, don't remember about other clients, but they should be much like that: You click on the desired file and set the parameters.

It's not essential.

But the reasoning is twofold:

1. Torrents like that may end up taking many months to complete downloading. Or they may never complete. Not capping the upload bandwidth can result in you uploading much much much more than you would be comfortable with. Particularly if you have bandwidth limits/usage caps.

2. Since the torrent is unable to be completed for such a long time if ever, then you are not only quite possibly "wasting" your upload bandwidth but you are wasting the download bandwidth of everyone downloading from you as well. If it does eventually complete downloading then you haven't held anyone up by capping your bandwidth as once a seeder turns up you will all complete at pretty much the same time anyway.
