Web Services that Backup Removed Content

A question regarding the removal of internet content by companies such as google and youtube:

Is there a service being provided that in some way monitors, recognises when, and provides a backup of: data, such as videos, that have been removed by youtube and google due to apparent copyright infringement?

The reason I ask is because is because a friend of mine mentioned that he may have come across such a service, but can not remember for sure nor the web address.

You mean is there a service which copies every single single file ever uploaded to youtube, immediately it's uploaded, in anticipation that some of them will be deleted (because it couldn't possibly copy them after they had been deleted) and then continually checks back to see whether the files on youtube have been removed (and why)? Which is able to be found by a random person such as yourself but which isn't able to be found by the companies who send takedown requests to youtube or which is run by people who have the political and legal muscle and financial backing to be able to tell every single IP lawyer, copyright owner, police department, and government in the world to fuck off and die?

Um...no, there isn't, your friend is a gerbil.

Either that or he has perhaps heard (and misunderstood) that google publishes the takedown reqeusts it receives on http://chillingeffects.org/. But it does that voluntarily, regardless of whether it takes material down or not, and you can't be sure it publishes everything.
