US gov't report: Hacktivists, leaktivists as dangerous as ISIS and Al-Qaeda

The US National Counterintelligence and Security Center (NCSC) has stressed in its latest report that hacktivists and “public disclosure organizations” like WikiLeaks pose a “significant threat” similar to that of Islamic State and Al-Qaeda terrorists, as well as Russia, Iran, and China.

“Ideologically motivated entities such as hacktivists, leaktivists, and public disclosure organizations” pose “significant threats” to the US at the same level as non-state terrorist organizations, according to the report from the Office of the Director of National Intelligence’s biannual National Counterintelligence Strategy.

Although the report fails to mention WikiLeaks by name, it references “unauthorized disclosures of US cyber tools” and “public disclosure organizations.” In others words, the CIA hacking tools released under Vault 7 and Vault 8 and the NSA surveillance dragnet revealed by whistleblower Edward Snowden.

In 2017, the US Senate considered a bill that would have classified WikiLeaks as a “non-state hostile intelligence service” bundled as part of the 2018 Intelligence Authorization Act. Presumably, that classification would authorize the use of force against WikiLeaks.

Those same words were echoed by former CIA director and current Secretary of State Mike Pompeo during the same year.

Quote:“It’s time to call out WikiLeaks for what it really is: A non-state hostile intelligence service.” Pompeo said at the time.


This comes as WikiLeaks founder and journalist Julian Assange is set to face trial for extradition on February 24 for publishing documents that exposed corruption and US war crimes. Assange faces 175 years imprisonment in the United States if convicted of exposing war crimes and various corruption within the United States, 17 charges of which are under the Espionage Act. In total, Assange faces 18 charges including an absurd charge under the CFAA for “computer hacking” by helping to protect his source, Chelsea Manning.


Foreign nationals with no formal organisational affinity who also conspire to steal sensitive data and intellectual property were also cited as a security concern. 


The US government didn't waste an opportunity to take another dig at encryption in the report:

Quote:The  global availability of technologies with intelligence applications—such as biometric devices, unmanned  systems, high resolution imagery, enhanced technical surveillance equipment, advanced encryption, and big data analytics—and the unauthorized disclosures of U.S. cyber tools have enabled a wider range of actors to obtain sophisticated intelligence capabilities previously possessed only by well-financed intelligence services.


Quote:"They are conducting malicious influence campaigns using cyber operations, media manipulation, covert operations, and political subversion to sow divisions in our society, undermine confidence in our democratic institutions, and weaken our alliances."

Unparalleled hypocrisy - the same things the US government is doing around the world - and add to all that overthrowing governments, fomenting war and conflicts, seizing and attempting to seize natural resources from other countries (Bolivia and lithium, anyone?), interfering with global business arrangements (Bolivia/China-lithium), assassinations (most recently, Soleimani), drone strikes (civilian deaths included), bombings, and mass killings.
