- This method use Local Group Policy Editor, try this and give reports, working or not.
- This method must be run with administrator privileges.
1. hits (windows key) + R.
2. type gpedit.msc then click OK.
3. in left panel navigate to Computer Configuration > Administrative Templates > Windows Components > Windows Update.
4. in right panel double click Configure Automatic Updates.
5. choose Disabled then click OK.
6. restart your PC.
note: also work for others windows version, starting from windows 2000 SP3 to windows 10.
note: do not use starter/home edition wich don't have group policy editor, use professional edition or higher.

Another way is setting your connection to metered on windows.Steps are below
1. Click On The Network ICON In The Taskbar
2. Select network settings.
3. Now click on advanced & just click on set as metered.
Works for Wi-Fi Users as i personally using Wi-Fi

Delete do not let it update this line again.

as far as i know, KB3035583 is update for 7, 8 and 8.1 then in system tray showing offer free upgrade to 10.
so, it's not feature in windows 10.

no problem uncle, i'm sorry for inaccuracies of my writing. i'm still learning english grammar and tenses because english not my primary language.
not only 10, all my windows updates in XP, Vista, 7 and 8.1 are turned off. i just not like when shutdown my PC after dowload updates, it's takes so long and need restart. i also hate when i'm still using PC, there in tray icon showing notification to restart. i just don't like when enjoying something on my monitor, then i get interuption.
