Need to see those stretch goals, we were REALLY close to not getting Karate Kid last year which would have been downright criminal given how good it ended up being

They announce those once the campaign is going a bit. I'm guessing they do it so they can gauge the initial response to the campaign and set the goals at "ambitious but attainable".  I think in general, they want all the goals hit.
