No Voice for Fallout NV to Cannot get Realtek Audio Manger to Work...

So I downloaded this torrent:

Was able to install correctly without any issues whatsoever. The thing is when I started to play there was no NPC voices nor any environmental sounds.So I do some searching and see that I need to change my "stereo" to 5.1 or another selection. (See attachment RTK AM 1) So...what I loosely assumed that windows comes automatically with Realtek Audio Manager. So I could not find it but then looked to download it from their website. But when said and done all I got was nothing. (See attachment RTK AM 2) No file to open there and no file in my control panel menu. (ATK AM 3)

So the question is...what am I doing wrong? Is Realtek not the way to go or am I really not getting it somehow? I have tried but I need some laymen's help here. Thanks to anyone that can help me!

Try downloading the video driver from Realtek. Sometimes they come "bundled" in the video driver download.

Also,

I've had it in the past where i'm looking for the "correct" Intel drivers and it was AMD drivers that corrected an Intel short fall.

If you have no luck with Realtek. Try Nvidea video drivers for the operating system and architecture your running. If it doesn't work or crashes the system. Boot into safe mode and remove the driver.

I do not have issues with my video at all...kind of vague help...I am looking for a way that allows me to switch my sound settings from stereo to 5.1 or some other setting. In which it would allow me to hear the NPC voices and the environmental sounds on the Fallout New Vegas game. My video card (ATI Mobility Radeon X2300) should not be a problem and when I went through the updates between both my sound and the video card...they are up to date. So...I am kind of lost here.

If you install AC3 Filter and make it your default audio decoder you can make the adjustments you want . . . but,
I have no experience with games and am not entirely sure if the AC3 Filter will kick in for such an application.

So an update and happy closure to this issue. As stated, when I played the original Fallout New Vegas game from the original link I posted I was not getting any of the NPC voices and environmental sounds at all. As an idiot, I glumly thought that I was at fault and my computer needed some new software to fix this problem. Turns out that the files for FNV that are for these particular sounds is either corrupted and do not install...or are not even there and do not install. Found this out by uninstalling this one and installing another Fallout New Vegas torrent and there were no issues at all with NPC voices or the environmental sounds. I do want to thank you guys for helping me though.
