That Prisoners of the Lost Universe file is directly from the Rifftrax website and is the highest quality one that they sell.  They probably used a sped-up source print or a PAL-sourced video copy which would run slightly faster than an NTSC-sourced copy.  With actual film, Europe ran movies at 25 frames per second while the standard in America was 24 frames per second.  Movies are now screened digitally so I don't think that applies anymore but since the Rifftrax Prisoners of the Lost Universe is standard definition it's probably sourced from an old video.

This is the best colorized copy of Night of the Living Dead that I was able to find and I downloaded a bunch. There's a 2K colorized fan restoration posted on both YouTube and The Internet Archive website but it looks like shit. The movement is jerky and the aspect ratio is wrong so the image is stretched out. But it's easy to find and stream for free so you can check it out for yourself.

Doing a remux to correct the aspect ratio with a free program like Avidemux or MakeMKV is simple enough but why wouldn't the person who did the so-called restoration have done that themselves before uploading it and since the movement through much of the film is jerky there really isn't a point. But you can check it out for yourself on YouTube or Archive.org.
