Upscaling is a pretty common thing these days.  The source I'm sure is not unique or anything we haven't seen before.  It's sometimes referred to as "AI Upscaling". The upscaling itself in this case is not the most impressive example, though it's clean enough. It works much better with animation.

Adding frames might be done with something like RIFE: Real-Time Intermediate Flow Estimation for Video Frame Interpolation, which is a free piece of software found on github.  There are also filters built into most major non-linear video editors for doing this, but I can't remember the names just now.

I think it's a nice idea for interlaced sources, and might become more commonplace in the future.

Some of the up-scaling and cleaning of older animated series is effing amazing.  Some folks hate it, but seeing a great 70's animated series without the dust and scratches is simply spectacular.

That said, I watched a "restored" (read: cleaned and smoothed) version of Citizen Kane the first time I saw it and was VERY distracted by how clean and modern it looked with the upgrade. 

Not only does it work better for animation, it seems much more appropriate, more the cleaning and restoring than the up-scaling.
