"Last seen complete" in torrent clients

I'm using qBittorrent, and "Last seen complete" usually displays a time in the past when I'm seeding a torrent.

How exactly does that statistic work?  Do peers track when a torrent has been fully available?  Or does it tell you when a peer last reported completing the download?  The latter would be more useful, because it would allow you to track when people are downloading the torrent.

I think that's a question that should be placed on qbittorrent's forum, best place to get such an answer, but I'd assume it would apply to peers who have completed the torrent.
