Legality also greatly varies according to exactly what part of the world the piracy happens in. In some countries, it's perfectly legal, both as criminal and (civil) tort law.
Additionally, if you're not distributing, or especially selling pirated content - sales is fraud, a definite crime, and distribution can be in some specific cases - you're pretty much safe from most forms of prosecution. Even if they cared (and if you're not distributing, they really don't), they STILL have to know you have it, and that the copy you have is also illegal (not a given).
It's definitely a good idea to research the applicable criminal and tort law in your area. Even among different states in the US, there's a good bit of variation.
