The one I have has Japanese, English, and Chinese languages.

Ooh.. and here I thought I was the only one with a copy of the Asian region version of the game. That game and Ico are highly recommended.

Judging from your PS3 comment and your asking for PS1 and PS2 games, I suspect you plan on playing it off actual PS2 hardware rather than an emulator. Anyway, here's my contribution. Games in italics were not released in English.

PS1
Castlevania: Symphony of the Night
Xenogears
Loaded
RayStorm
Gran Turismo
Summon Night
Street Fighter Alpha 3
Atelier Elie: The Alchemist Of Salburg 2 (also available bundled with the first game as a collection on PS2)
Final Fantasy IX
Megaman X4
Black/Matrix 00
Wargames: Defcon 1 (does not use memory cards; have fun writing down passwords!)
Tekken 3
Suikoden II
Tear Ring Saga
Katia: The Word of Fate

PS2
Capcom vs. SNK 2
Global Defence Force
GrimGrimoire (surprisingly good console RTS game)
Odin Sphere
Katamari Damacy
Ar Tonelico
R-Type Final
Drakengard (English version is very heavily censored; play the Japanese version if you can)
Amagami
Akai Ito
Soul Calibur 2 (third game is pretty good too)
Rule of Rose
The King of Fighters: Maximum Impact Regulation A (there's also Maximum Impact 2 if English is a must)
Disgaea (second game is pretty good too)
Tales of Symphonia (port of the GC version, which does have an English version, with extra stuff added to it)
Tear Ring Saga Series: Berwick Saga

I can't believe no one has listed Metal Gear Solid 1 on PS1? That was a groundbreaking game. I don't know about the best games, because I was a poor kid that didn't have many games, but I like the Jak and Daxter series, Metal Gear Solid series, Soul Calibur, Burnout 3, Devil May Cry series (two is garbage).

Final fantasy tactics
Vagrant Story

Ps2:

Shadow of the collosus
Scarface (one of the best movie to game adaptation ever)
GTA SA

Shadows was great until the last boss.... then it was sad, like they ran out of time and just said screw it and didn't do proper animation.
