Oh shit... What is strange is that there is proxies that are still accessible. TPB should get ride of CF it is really bad...
In how many times your second IP get banned? Because if it is months, it is possible to switch IP but if t is like every day or week...

Edit: And the day I get banned I also changed the server IP(and even domain) but I was still banned...

Still the same error, it seems like we will have it till CF will be there.

Absolutely, maybe they use a differentproxy trick, like they archive tpb.org regularly on their website, so the server don't make request to tpb.org for each visitor(but sadly that exceed my shitty technical competence)

Are your website using Cloudflare? Maybe CF don't block you if you use CF...(not sure tho, as far as I remember I was using cloudflare when it arrived for the first time).
