Do something about spammers?

I would say as far as suggestions go at the top of the list for me is dealing with the spammers, its out of control, especially on the Mac side of things, theyre pretty much taking over. There has to be some way of dealing with it? I mean maybe stop allowing people to upload hundreds of torrents a day, let alone in a span of 30 minutes.
