Do i need a vpn to download stuff from Streamcloud and the likes/

So as the title says, i'm not downloading from a torrent. But say i want to download some movies from streamcloud / opencloud and the like ( not stream, but download instead ) Do i need a vpn ? If so why, if not, why ?

It's not that you need a VPN, it's that you should use a VPN, if you are afraid of authorities and E.T.
However, for my types, ones who like to live on the edge of danger, I never use a VPN. Not even once.
