While High TV and HD Med are close to the same size and price, HD Med has greatly improved picture quality.
There is a great explanation within a thread here (somewhere I can't find at the moment) listing the properties and examples and whatnot... Too bad there's no "Previously on SuprBay RiffTrax!"
Some people prefer/only need lower res files for personal devices while others are watching on large screen TVs. There's needs for all types of files.
Files on RiffTrax.com for just this short:
Digital Video file formats $1.99- Legacy devices (77.17 MB)
- Low (129.7 MB)
- Medium (236.47 MB)
- High (TV) 480p (380.45 MB) -- *640x480*
Digital HD Video file formats $2.19- HD Low 720p (240.46 MB)
- HD Medium 720p (382.37 MB) -- *1280x720*
- HD High 1080p (2.12 GB)
No need to have a 2.12 GB video on an older phone when the 129.7MB file is probably just fine. Unfortunately, RiffTrax doesn't seem to provide the width by height (provided above in asterisks).

I did not realize that you had posted a video with a different resolution. After taking screenshots at a couple of points (such as 13:57) and comparing them, there might be a very slight difference, so I have revised my original post with the better version.

I managed to find the post from several months ago where I listed the difference in all the encoding versions.
