Creating a thread

I want to ask about .pak files (never heard of them) and went to the Tutorials forum but couldn't see the button to create a thread in the Downloading / Dealing with Downloaded Files section. I am logged in.

How to get a tutorial placed there is explained at the top of each Tutorials sub forum. TL;DR: you can't create a thread in that section.

Besides, the Tutorials section isn't for asking questions. It's for describing in detail how to accomplish something.

Applications and Software is where you would ask a question about files.
