Choosing an ISP
#1
I signed up to VOIP without thinking and, adding to that, I overlooked the page where it says either a landline or a dry loop line is required for Internet service. I cancelled my home phone because they were overcharging and, pretty much dishonest about the billing, details that I won't care to divulge here.

Anyhow, is there a way to go on the Internet without both a landline or a phone line?

I am bleeding my last savings, and if push does come to shove, I may have to use loan sharks (... well, not that desparate!).

Any advice will be appreciated.

Thank you.

Fiber Optic connection comes to my mind. Wireless connection is another option.
DSL uses phone lines. You can certainly get Internet access without a 'phone connection'.
Have a look at the websites of all the ISPs in your area and the services they offer.

When you say "wireless connection," do you mean public Wifi?

Yes. Kind of. I believe you could use a mobile phone as an access point and use it to browse the Net. That is what I had in mind.

WiMAX and EVDO are two other technologies I've looked at in the past. Not sure if it is widely adopted. If you get can a Fiber Optic connection at a good tariff, nothing like it.

Also, see if there are any landline operators who have transparent billing system (provides call records in your monthly bill).
