Can I use a vpn on top of a vpn?

So my VPN provider probably got subpoenaed and it's blocking all the torrenting software sites and Tor. 

I am wondering if it is possible to connect to another VPN?

Don't use a VPN and tor at the same time.

Just drop that provider and pick a different provider from any of the stuck threads at the top of this sub forum. Using a VPN to get to another VPN doesn't really make much sense.
