This might be something different but,
The site is up but no search results show up when I search or browse the torrents.
It says "showing results 1-whatever" like normal but nothing is there.

EDIT: I can now access the site.

I haven't been able to access it for a while, it's resolving to 194.71.107.15. I could get it through Tor occasionally but I can't login though that (it just tells me my password is wrong and the recovery password that is sent to my email doesn't work either).

Not true. The leaked media defender emails showed that ip blocking solutions where causing them issues resulting in them having to pay more money for extra ip addresses and also try to get their employees to use their home connections. There has also been a study done showing that it does decrease (although not totally stop) monitoring.

Yeh, it's possible to connect to a tracker and get a dump of ip addresses without connecting to the client (and even with the tracker down DHT+PAX could be used). But it's often likely they likely need to actually download from the client to prove 'making accessible'. Of course this is only the case for bittorrent with a central tracker, with other p2p systems you might block them almost totally.

I have been running ip blocking for many years, I have only ever gotten around 5 notices (this is in many, many years or 24/7 torrenting). At least 3 of those notices where when my ip blocking was disabled, Often that happened within a week or a few days of it being turned off which over a time of years it way to short to be a coincidence. One of those notices I got with the block enabled was for a torrent I hadn't actually downloaded (Lego Batman on PSP), the .torrent was in my que but I had never actually activated the download, chances are just connecting to the tracker was enough (assuming my client was checking the seed/peer statistics).

In addition to that another study has shown that blocklists can increase speeds when there is a poisoned swam. "The researchers found that, on average, downloads with a blocklist were 30 to 35% faster.".

So no, an ip blocklist isn't %100 effective, but it does help. And that help might be the difference between you and a threating legal notice (or maybe isp disconnected or lawsuit if your really, really unlucky). At the very least it costs the companies doing the monitoring money which is a good thing.

(I'm only using ipblocking on my torrent client so it shouldn't effect my ability to access the TPB website).
